The DfE has indicated that two local authorities that opted out of the programme were replaced. The DfE has also indicated that authorities have been allocated to tranches on the basis of their percentage deficit. Authorities with the highest percentage deficits are in Tranche 1 and authorities with the smallest percentage deficits are in Tranche 3.
